This document allows a foreign national, remaining his original nationality, to live in Russia as long as they want and legally work there without special permissions. It may be given if a foreigner has been living on a Temporary Residence Permit at least a year (with some exceptions). And in five years, a Permanent Residence Permit holder is eligible for Russian citizenship. Permanent residency can be granted if a foreigner has been living in Russia on a Temporary Residence Permit at least 12 months; that is, you can apply for a ВНЖ in 8 months - your application will be considered 4 months. And, correspondingly, be sure to apply for permanent residency no later than 4 months before the expiration of the temporary one! When can you get a permanent residence permit without getting temporary residency? 1) You were born in the USSR and were its citizen; 2) Your parent or child is a Russian citizen AND permanently resides in Russia; 3) You are a highly qualified specialist. These specialists can invite their family members too; 4) You have been working as a qualified specialist at least 6 months (don't confuse with HIGHLY qualified specialists); 5) You've pursued higher education in Russia (full time) and obtained a diploma «with honors» (at least 75% of «excellent» marks, no «satisfactory» marks); 6) You are an IT specialist and work for an accredited IT organization. These employees can invite their family members too; 7) You have invested in Russia, for example, you bought real estate worth at least 50 mln rubles in Moscow, at least 20 mln in the Russian Far East, and 25 mln in other regions; 8) You are a citizen of Kazakhstan, Moldova or Ukraine. There are some other, more «exotic» grounds. You can apply together with your minor children and legally incompetent wards. Step-by step instruction how to apply for a Permanent Residence Permit 1) Get tested for HIV, syphilis, tuberculosis and hepatitis B and C, as well as for drugs in the body. It may only be done in some accredited hospitals. The documents from a hospital are valid during one year; 2) Pass a Russian proficiency test; 3) Pay a state fee (6,000 rubles) and apply for a Permanent Residence Permit through gosuslugi.ru or to the local department of the Ministry of Internal Affairs. You will be invited to the Ministry; the officers will check the details of the documents with the application, if necessary, take your fingerprints and inform you when your permit is ready; 4) Obtain your Permit. Don't forget to register at your place of residence again under the new document. Required documents In addition to the personal documents and photos, an applicant must bring health certificate; proof of the availability of housing, for example a rental agreement or documents on ownership if the foreigner has not left Russia for 3 years; Certificate of No Criminal Record (if he doesn't have temporary residency); and, important, proof of income. The only exception is when the applicant is disabled. You also need to prove your knowledge of Russian, and demands for the permanent residency are a little higher than for temporary residency or Work Patent. NOTE that every year a Permanent Residence Permit holder must notify the Ministry of Internal Affairs about his residence in Russia - at least 6 months a year in Russia.
